WEEK TWENTY-FOUR LEGISLATIVE UPDATE, 6/17/23

LEGISLATIVE UPDATES

Lots of action at the Legislature this week with surprises hitting the network.

The Veto Queen added more to her Vetoes; the Legislature got on a roll and sent 64 new Bills to the Governor; we are losing another Senator; Prop 400 is about to be vetoed; 2 Bills were signed into Law; Sine Die may happen on July 31…are we having fun yet?

NEWS

In LD2, Senator Steve Kaiser has turned in his resignation from the Senate, effective June 22, 2023.  Three people from his District will be nominated on June 26th at the LD2 meeting.  Those names will then be turned into the Board of Supervisors for the decision on the new Legislator taking Kaiser’s place.  As a member of LD2, I will keep everyone apprised of each step along the way.

Since the Legislature is on break again until July 31, there is time to bring in another interim Legislator and work on other issues.  There is talk the House wants to Sine Die on July 31, and the Senate wants to remain in session.  The main reason the House wants to Sine Die, is if the session remains open, the tax provisions in the Budget will not go through.

While the House and Senate met this week, there was a lot of movement in both Chambers sending a total 62 Bills to the Governor for a decision.  Eighteen Bills from the House and 46 Bills from the Senate were delivered to the Ninth Floor.   Eight of these new Bills have already been vetoed by the Veto Queen on 6/16/23, listed below. Two additional Senate Resolutions made it to the Secretary of State.  All of these Bills are listed below.

BILL DETAILS

One of our State’s, and the Nation’s biggest issue is Election Integrity.  SB1518 is a Senate Bill working it’s way through the legislature.  At present, this Bill passed Senate with a removal of one of its Amendments and now is back in the House for further changes.  Look to the CITIZEN LEGISLATOR and attachments for additional information on this Bill.

Please also read the attached article on SB1518, including information with links to follow the Bills progress.

Also note, HB2809 was just sent to the Governor.  Let’s see if the Veto Queen will accept this good Bill.  Attachment included.

Lastly, there is an article attached on Prop 400 (SB1246).  The Governor said she plans on vetoing this Bill as well.

The following is a list of the Bills sent to the Governor.  Since we are still in session, she has up to 5 business days to sign or veto the Bills from the time she receives them.

Three of these new Bills were vetoed 6/16/23 by the Veto Queen.  These are listed below as well.

CITIZEN LEGISLATOR

I will keep this short as the attached explanation is long on SB1518.  Please take your time in reviewing the history of this Bill and where it is headed.

I have also attached short articles on HB2809 and SB1246 (Prop 400).  Please read these as well.

HOW TO CONTACT YOUR LEGISLATOR

The RTS (Request to Speak) system is a necessary component to our legislative process.  This is an excellent way to share your positions on a particular Bill and let your legislator know that you support his/her legislation.  Please review this site and make sure you know how to use it properly.  The legislators depend a lot on your opinions and this is where you share them.

GENERAL INFORMATION

Once again, as a gentle reminder to all of the people who just joined these updates, this is how to read the attachments.  All the Bills listed on the attachments are mostly ALL the Republican Introduced Bills.

The Bills highlighted in Green are the GOP Bills I monitor on a daily basis.  The Bills highlighted in Gray, are ones introduced by LD2 legislators, Senator Kaiser and Representative Wilmeth.

And, the Bills highlighted with yellow in the status and date columns, are noted for your review to see their progression in the legislative process.  All Bills are up to date through 6/16/23.

And yes, I did remove most all the Bills highlighted in Blue that were Democrat sponsored.  If the Bills were not moving out of Committee like the Republican sponsored Bills, they have been removed from the monitoring cycle.

Remember, each Bill Number listed is a link to the Bill itself and you can access the status, documents and Agenda’s by clicking onto the link.  Even though I monitor and keep track of the Bills daily, I only send out Updates on the weekends.  So, if you want daily updates on any Bill, just click onto the Bill Number, and go to Overview or Status, for real-time information.  Don’t forget, there is an attachment with the Abbreviations used in the legislature to make your reading easier to understand.

As always, if there are Bills that I am not specifically monitoring, PLEASE let me know and I will add them to my list for you.

Respectfully,

Linda Brickman,

Chairman of Legislative Affairs for MCRC and Chairman of LD2 Legislative Affairs,
